QNRCS
The Quadro Nacional de Referencia para a Ciberseguranca (QNRCS) is Portugal's national cybersecurity reference framework. It is built on five functional measures that an organization is expected to cover: Identification, Protection, Detection, Response and Recovery.
Organizations can pursue QNRCS certification to attest their compliance formally rather than simply claiming alignment.

Who has to comply
Public administration organizations, operators of essential services, critical infrastructure providers, and private businesses. Certification is voluntary in the sense that an organization chooses to seek it, and is the route to showing the framework has actually been implemented.
